I found the solution, what you have to do is enter the folder where the steam games are and copy the one that says Jedi Fallen Order, then look for the folder that says EA Games and paste the Fallen Order folder, it worked for me and it gave me all the achievements that I had pending, I hope it works for you.

So for anyone else that ran into this extremely weird (and probably rare) glitch in the ps+ Cloud saves, at least for Jedi Fallen Order you MUST have the same SAVE FILE from the ps4 that you got the platinum on.
