On Amazon reviews, I see that many people have issues with LG monitors (not only this one) in terms of USB-C connection not working from start or breaking after a few months of using. I almost bought this monitor, but seeing the reviews, I hold off. Probably I'll buy Dell P3421W or Dell U3421we because of those issues.
You can resolve this issue by clearing such Display Cache settings. Disconnect the monitor from your Surface. Search for and open the Registry Editor. Go to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\. Right-click on the Configuration key and select Delete > Yes.
The monitor connected via HDMI takes over and work. Turning off the monitor with the HDMI cable inserted to the laptop will NOT activate the other monitor with the VGA connection. Once the HDMI cable is removed from the laptop, the monitor with VGA connection works.

USB-C connection to my 32" LG Ergonomic Display stopped working but HDMI connection worked. I connect my HP ENVY x360 13-ar0200nd to an external monitor the LG 34WN80C through usb-c. This monitor provides Power Delivery through usb-c and the laptop should also support it. However the screen flickers and I get a message with "incompatible power source".
One USB-C hub that might work (there are not many with a USB-C with DisplayPort alt mode output) is the HP Thunderbolt Dock G2 (it supports USB-C or Thunderbolt input). Maybe any USB-C hub with DisplayPort output can work.
